Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are issued from various governments. Immense energy is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a ability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Not long after, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's vital need on Western support – a need that European nations are clearly incapable to fill in the immediate future.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its advantage.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
